Note: It is possible to disable this service on a site-by-site basis (see policy). The sites listed above have an explicit setting. Sites
labelled "disable" will not be set to "brokeroff", even if they are failing test jobs. Site not listed are "enabled"; they will be auto-excluded in PanDA when necessary.
